Although exe4j is commercial, it's inexpensive, does the job and the support (if you need it) is fast and friendly. exe4j packages up the jar file quite nicely in Sam Cirka Jun 5, 2009 1:42 PM

Downside is that the end result would have to be shipped as a zip file, but you could probably ship it with a shell script that does all the proper installation magic for you (start menu, etc). You may need to write to the registry to register the software in windows and check the jre version(if any). I have done similar stuff where I work.
